Talking about In-App purchases the limit is 1$ to 3$(RS 55 to Rs 228). You can unlock a character either by paying 1$ or by winning them in "win a prize"(We'll Talk about this later). The piggy bank is the costliest character at 3$(RS 228). You can earn 1000 more coins by unlocking this character. Remember that all the In-App purchases are for unlocking characters. There are some characters which cannot be bought by money. To unlock these characters you'll have to play the game.
Talking about the game, the game is designed in a 16-bit way with a 3D twist! Depending upon the character the background of the game changes. You will face heavy traffic on roads, fast train in railway lines and wooden logs flowing in a river. If you get hit by a car or a train or fall into the flowing water you're out. You'll be able to collect coins in between the game. After you collect 100 coins, you'll get a chance to win a prize as I mentioned above, in which you can a win a random character for free. After 6 hrs you'll get a random amount of free coins.
The game also supports Google Play Games Integration. You can save your progress by logging into the Play Game Services in the game. There's a bunch of achievements to get you engaged too. Leaderboards are also available.
